Under ideal conditions it usually is okay to use a slow shutter speed to maximise aperture and ISO, e.g. 1/100 at 24mm. But not under adversarial conditions. Fortunately, there is a button on most cameras that lets you zoom to 100%. Remember to use it. I learned this lesson the hard way, but there’s what I managed to salvage.
